KADA oversees all functions and activities through the Office of the General Manager. The daily administration is carried out by the Deputy Chairman and the General Manager of the Board, who are responsible for implementing all programs, schemes, or projects in accordance with the decisions of the Board, as well as executing directives from the Minister or Chairman as received from time to time.

Subject to the directives of the Chairman, the Deputy Chairman has administrative authority over the officers and staff of the Board.

The first General Manager of KADA was YBhg. Dato’ Abdul Hadi bin Hj. Sidek. Prior to that, he was appointed by the Federal Government as a Liaison Officer. The subsequent General Managers were officers seconded from the Kelantan State Department of Agriculture. In addition to serving as the Director of the Kelantan State Department of Agriculture, these officers were concurrently seconded to KADA as General Managers. Since 1985, the position of General Manager has been held by an officer from KADA itself.
