This program is implemented by the Ministry of Agriculture and Food Security (KPKM) using the IAT Entrepreneur Development Allocation. It is targeted at small-scale IAT entrepreneurs in Levels 4 and 5, with annual gross sales ranging from RM300,000 to RM15,000,000. The matching grant assistance offered includes:

- Covers studies related to ingredients, safety, analysis, nutrition, and food microbiology.
- Product packaging and labeling design: Includes costs for new packaging design, improvements to existing designs, molds, and first printing only.mould) dan cetakan pertama (first printing) sahaja.
- Production capacity enhancement: Covers the acquisition of machinery and equipment (including installation/testing costs) to improve production/packaging efficiency and effectiveness. Costs for prototype construction or packaging materials are not eligible under this scope.
- Premises improvement: Includes upgrading processing areas and finished product storage through layout modifications or building construction (including drainage and sewage systems) that comply with local and international certification standards such as MeSTI, HALAL, GMP, HACCP, etc., as recommended by the Technical Committee for Matching Grants (JKTGP). Consultant fees are not eligible under this scope.
Entrepreneurs may apply for the scope of assistance either separately or in combination, subject to the terms and conditions.
